Zelenskyy States Russia's Leader Sought Talks After Cruise Missile Discussions

Ukrainian President Volodymyr Zelenskyy asserted during his visit to the US capital that Vladimir Putin's decision to request negotiations with Donald Trump signals the Kremlin is on the defensive. He remarked, "We can already see that Moscow is scrambling to resume dialogue as soon as it hears about Tomahawks." These remarks referred to earlier musings about providing long-range missiles to the Ukrainian military.

Diplomatic Moves and International Reactions

A former US state department official, a foreign policy expert, observed, "Putin is attempting to disrupt the momentum toward increased pressure on the Kremlin." He added, "We'll see on Friday, but the likelihood of achieving a ceasefire by pressuring Russia to engage sincerely seem to have diminished."

This development came after Trump had recently been hardening his rhetoric toward Russia until Thursday's conversation with the Russian president, which the Kremlin described as "extremely frank and trustful."

EU Fuel Restrictions and Market Impact

EU authorities have set a requirement for fuel suppliers into the EU to demonstrate their products are not made from Russian crude, as stated in a document released on Thursday. This step is included in the European Union's forthcoming prohibition on purchases of refined products processed from Russian crude, which forms part of its latest restrictive measures against Moscow over its war in the region.

Financial experts observed that trading activity appeared to be considering the potential reduction of India's imports of Russian crude. Some Indian refiners are getting ready to cut purchases from Russia, with expectations of a gradual decrease, as reported by sources knowledgeable about the matter.

"This is a favorable turn for the crude oil price as it would eliminate a big buyer of Russian crude," commented a market analyst, adding that crude values were steady on the trading day.

Military Situation and Energy Strikes

A massive Russian drone and missile attack targeted gas facilities in eastern Ukraine on Thursday, resulting in disruptions in multiple regions. Ukrainian officials stated that Russia deployed hundreds of drones and dozens of missiles, along with glide bombs.

"This autumn, the Russians use every single day to attack at our energy infrastructure," said Volodymyr Zelenskyy, adding that attacks impacted the regions of Chernihiv, Kharkiv, Poltava, Sumy and Vinnytsia.

Global Political Responses

Ukraine's envoy to the United States, Olga Stefanishyna, asserted that Russia showed its real attitude to negotiations through the "terror" of these attacks. "The Russian government once again opted for weapons over talks, turning this assault into a direct blow to current diplomatic initiatives," she said.

At the same time, the EU's top diplomat, Kaja Kallas, announced that the European Union had no choice but to build up defensive systems against Russian threats. She revealed a "roadmap" to get ready for potential conflict by the end of the decade, featuring a new anti-drone system to be fully operational by the end of 2027.

This initiative, dubbed the "EU defensive program," is expected to begin working initially by the end of 2026 and be fully functioning by the end of 2027. EU authorities hopes to obtain the backing of EU leaders at a meeting in the coming days.
